These Rules and Regulations do not cover all restrictions applicable to Ashton Place. Homeowners should refer to the community declaration, additional policies, and design guidelines for further details. If a conflict arises, the Declaration of Covenants, Conditions, and Restrictions (CC&Rs) shall prevail.
Violations not observed by the Community Manager must be submitted in writing to CEPCO by a property owner.
Notice: Property owners are responsible for providing these rules to all tenants, residents, and guests and ensuring compliance. Fine schedules do not reset with tenant changes; they reset only upon a change of ownership or after 12 consecutive months of no violations.
Animals
- List Item #No animals, except household pets (limited to dogs, cats, and fish), shall be kept or raised within Ashton Place. All pets shall be properly tagged for identification, registered, or inoculated as required by law. Pets shall not be bred or raised for commercial purposes.Â
- Pets are not allowed in the common areas unless carried or leashed by a person capable of controlling the pet.
- Pets shall not be permitted to run loose or be left unattended on any Lot.
- Pet owners must ensure their pets do not create a nuisance or cause unreasonable disturbances, including excessive or prolonged barking, within the property or residential units.
- Pets shall not be permitted to urinate or defecate in the Common elements or on private property, and each Owner is responsible for removing any pet defecation and disposing in a trash receptable.
- Violation of these rules more than twice in any twelve (12) month period, the Association shall have the right to require the Owner to remove the pet permanently from the Property, in addition to any fines accessed.
Maintenance & Appearance
- Any exterior component (i.e., siding, gutters, roof shingles, windows, shutters and doors) which are missing, broken, faded, or otherwise in a state of disrepair, must be repaired.
- Pressure washing should be periodically performed as reasonably required; no mold and mildew should accumulate on homes or driveways.
- Paint colors should not be changed without prior ARC approval, and all paint colors shall be harmonious in relation to the surrounding homes.
- House numbers must be clearly visible from the road to assist emergency services and deliveries.
- Porches, railings, and fences visible from the road must be kept in good repair.
Garbage & Recycling
- Containers must be stored in a location not visible from the street or adjacent properties.
- If stored outside, containers must be enclosed with screening (e.g., a fence) and positioned at least five feet from the front corner of the home, with screening on two sides (front and side). Approval is required before installation.

- Containers may be placed curbside after 5 PM the evening before pickup and must be removed by the end of collection day
- If you are away, please arrange for a neighbor or board member to assist in moving bins.
Yard & Lawn Maintenance
- Landscaped areas must be kept in a neat, well-maintained condition.
- Lawns were originally installed with Bermuda sod and should be maintained for a consistent community appearance.
- Weeds are defined as non-approved grasses, invasive plants, and broadleaf weeds, including but not limited to Nutsedge, Thistle, Bindweed, Quack grass, Buckhorn Plantain, Purslane, Crabgrass, Chickweed, Pigweed, and Dandelions.
- Significant landscape changes (e.g., retaining walls, new planting beds, trees, fences) require ARC approval.
Bermuda Lawn Care
- Height: Lawns must be mowed regularly and kept no taller than 3 inches.
- Edging: Grass should not extend over walkways, driveways, sidewalks, or curbs.
- Weeding: Lawns and flower beds must be free of weeds and invasive plants.
- Bare Areas: Bare spots must be seeded or sodded for a uniform appearance.
- Clippings: Excess clippings must be collected and kept off walkways, streets, and storm drains.
Shrub & Hedge Maintenance
- List Item #Height: Shrubs/hedges should not exceed 5 feet and shall not cover more than half of the window.
- Encroachment: Must not obstruct neighboring properties, walkways, or common areas.
- Pruning: Dead/overgrown branches must be removed regularly.
Tree Maintenance
- Height: The lowest branches must be at least 8 feet above ground level.
- Health: Trees must be kept healthy and free of disease.
- Pruning: Dead or hazardous branches must be removed promptly.
Storage, Porches & Patios
- Front porches and patios must remain clean and orderly.
- These areas cannot be used for storing bicycles, garbage, or drying laundry.
- Only porch furniture and potted plants are allowed. Dead plants must be removed promptly.
The following may not be stored outdoors:
- Lawn and garden equipment (including mowers, canoes, kayaks, etc.)
- Building/landscaping materials
- Trailers of any kind
Motor Vehicles & Parking
- Speed Limit: The maximum speed limit within Ashton Place is 20 miles per hour. All motorists must adhere to this posted limit for the safety of residents and visitors.
- Street-Legal Vehicles Only: Only vehicles that are properly registered and equipped for operation on North Carolina highways may be driven on community roads. Exceptions include construction and maintenance vehicles, or other vehicles explicitly authorized by the Association. Prohibited vehicles include, but are not limited to, unlicensed dirt bikes, dune buggies, all-terrain vehicles (ATVs), go-karts, and minibikes.
- Oversized/Heavy Vehicles: Vehicles deemed inappropriate for overnight parking within a residential community due to their size or weight are not permitted on any Lot or Association Property. Examples of prohibited vehicles include tractor-trailers and heavy construction equipment.
Parking
- Driveway Parking: Motor vehicles must be parked on private residential driveways and remain on the concrete driveway surface. Parking on grass is strictly prohibited.
- Obstruction-Free Parking: Vehicles must not be parked in a manner that obstructs emergency vehicles or utility access.
- Vehicles may not block access to a mailbox.
- Vehicles may not be parked within 15 feet of a corner or curve.
- Vehicles may not be parked within 15 feet of a fire hydrant.
- Vehicles may not be parked within 5 feet of a driveway.
Temporary Structures
- Storage units (PODS) require Association approval and may not be placed in common areas, sidewalks, or streets. Requests should be submitted to CEPCO.
Nuisances
- No illegal, immoral, noxious, or offensive activities are allowed on any lot or common area.
- Harassment of any kind is prohibited and should be reported to SEPCO.
- Owners shall ensure alarm systems associated with their homes and automobiles are in good working order, to avoid unwarranted disturbances to neighbors.
- No solicitation is permitted within the community.
